 MINUTES OF THE LEGBOURNE PARISH COUNCIL MEETING HELD ONLINE (ZOOM) ON MONDAY MAY 4th 2020 

 

PRESENT              Cllrs: M Chapman (Chairman), P Maw (Vice Chairman), A Hallifax, S Cole, C Stephenson; County Councillor S Parkin;District Councillor A Grist;  the clerk A Claydon.

 

01 / 2020             CHAIRMAN’S REMARKS – The Chairman welcomed everybody to the meeting.

 

02 / 2020             APOLOGIES FOR ABSENCE – none received

 

03 / 2020             MINUTES – the minutes of the extraordinary meeting on 15th April 2020 were corrected to reflect that a member of the public had been in (virtual) attendance. Subject to this amendment it was RESOLVED to adopt the notes of the meetings of March 9th (p CS s MC) and April 15th 2020 (pPM sCS) as minutes,

 

04 / 2020             DECLARATIONS OF PECUNIARY INTEREST. No changes were received or declarations made

 

05 / 2020             CLERK’S REPORT – covered in other items

 

06 / 2020             CORONAVIRUS UPDATE – the clerk gave an update. The volunteering position was strong, with twenty three offers of assistance received. However, to date only two instances of help being sought had come in, both of these being direct to the clerk rather than via the Lincolnshire Resilience Forum, which was the expected channel. The District and County Councillors indicated that the level of self reliance and “informal” support within the village was high but that it was important to maintain the volunteer group in case of further peaks arising, especially towards the end of 2020 and the beginning of 2021. As regards Council business, it was envisaged that meetings would continue by virtual, electronic means for a few more months. The position on Annual Meeting appointments was that recently passed Regulations under the Coronavirus Act enabled these to be deferred for up to a year; no dispensation was in place for the virtualisation or postponement of Annual Parish (residents’) Meetings, although NALC advised that the government would take a pragmatic view if these were delayed beyond the legally permitted timeframe (March 1st to June 1st).

08 / 2020             STATEMENT OF LOCAL PLANNING PRINCIPLES / CONSIDERATIONS.  The Chairman was preparing some information for discussion at the next meeting.

 

09 / 2020             PARISH ISSUES -

a.            Street Lighting – Mick Booth had mentioned a project to improve the Community Centre car park surface, layout and lighting when projects were being canvassed by the Parish Council in February. Members are keen to see a specification of intended work to inform their decision of whether they should utilize any of their accumulated project support money and contribute towards the scheme.

b.            Highway matters – No response had yet been received regarding whether a speed limit reduction at the Eastern approach on the A157 might be considered by LCC. Line Painting had commenced in February but remained unfinished.

c.            Parishioners’ issues –None received

 

10 / 2020             DISTRICT COUNCILLOR GRANT SCHEME. Councillor Stephenson had put forward the idea of a basic food pack for collection / distribution in the village to meet short-term basic needs. Councillor Grist indicated that the scheme would potentially qualify for support from his local grant scheme budget but that currently demand for the scheme may not be high. He felt it was worth deferring an application at this point but keeping the position under review as there may be a resurgence of need later in the year. As such an application form will be completed by the clerk but not submitted at this juncture.

 

11 / 2020             FINANCIAL MATTERS

a.            Accounts to be paid/authorised:  It was RESOLVED to pay the following items (pPM sAH)

Clerk’s salary & expenses March 2020 including stamps and ink 

HMRC – income tax deducted - £28.00

Clerk – recovery of repair cost for laptop - £110.00

Legbourne and Little Cawthorpe Community Centre – donation in respect of Yellow Pages - £250

b.            Arrangements for completion of 2019/20 accounts – the submission deadline for claiming exemption has been extended to 31st July and for publication of accounts to 31st August,  Financial Statements and draft form will be considered at the  next meeting of Council including intention to claim exemption from external audit;  the Internal audit report will be received at the following meeting with publication and public inspection rights to run from Friday 17th July to Friday 4th September inclusive (to satisfy revised Accounts and Audit Regulations requirements that the period of thirty working days should  include 1st September 2020).

c.            Insurance arrangements – at the meeting date no quotations had been received but they were expected in the next two weeks. To facilitate timely renewal the clerk asked for the next meeting to take place before 31st May as the current policy expired on 1st June and members concurred.

 

12 / 2020             CORRESPONDENCE – this was noted.

 

13 / 2020             COUNCILLORS REPORTS.  Councillor Cole raised the issue of traffic speed during lockdown, which anecdotally had increased during lockdown.
