MINUTES OF THE LEGBOURNE PARISH COUNCIL MEETING HELD ONLINE (ZOOM) ON MONDAY NOVEMBER 9th 2020

86 / 2020 CHAIRMAN’S REMARKS – The Chairman welcomed everybody to the meeting.
87 / 2020 APOLOGIES FOR ABSENCE – None
88 / 2020 MINUTES – the notes of the meeting on 12th October 2020 were considered and it was RESOLVED to adopt them as minutes of that meeting. (pAH sPM)
89 / 2020 DECLARATIONS OF PECUNIARY INTEREST. No new declarations were made
90 / 2020 CLERK’S REPORT –A resident had contacted the Council regarding the potential for undertaking one of the projects suggested last spring, ie the provision of a further (or bigger) bin for dog waste at the Mill Lane / Wood Lane “turnaround” junction. Provision of such a bin would be undertaken by ELDC subject to their assessment of the impact on existing rounds and possibly a financial contribution from the Parish Council towards purchase / installation. Councillors discussed the need for other bins elsewhere in Legbourne and agreed to return to this discussion at the next meeting where a list of possible locations could be compiled for ELDC to look at.
The LRF have written asking for a new indemnity form to be completed for the CoVid volunteer group. This is in hand.
91 / 2020 PLANNING APPLICATIONS:
Application reference N/174/01751/20 - Section 73 application relating to condition no. 2 (Occupancy condition) previously imposed on planning permission ref. no. N/174/01004/03 for the erection of 27 no. log cabins for holiday use.- KENWICK PARK, KENWICK HILL, KENWICK, LOUTH, LN11 8NR
Application reference N/174/01753/20 -Section 73 application relating to condition no. 2 (Occupancy condition) previously imposed on planning permission ref. no. N/174/01771/93 for the erection of 22 no. log cabins. KENWICK PARK, KENWICK HILL, KENWICK, LOUTH, LN11 8NR
The two items were considered together as the principles were similar. The underlying premise of the application was to remove the restriction preventing some units being occupied for part of the year and in so doing, bring them into line with the conditions applying to those completed more recently. Councillors were concerned that this might lead to and/or legitimise full time occupancy analogous to residence and reports of some occupiers appearing on the electoral register / being charged Council Tax were cited as evidence that this was already happening on the site. This could, in practice, mean that the pressure on local services (e.g. drainage / sewerage) was greater than foreseen when planning permission was originally granted. Members felt it was very important that any decision did not imply that nor set a precedent for full time residential-style occupation of these units. The clerk was asked to express the council’s concern about the potential for this to happen and seek clarification regarding ELDC planners’ understanding of how this might be overcome.
92 / 2020 STATEMENT OF LOCAL PLANNING PRINCIPLES / CONSIDERATIONS. There were no new matters to discuss at this meeting.
93 / 2020 PARISH ISSUES -
- Street Lighting – none reported.
- Highway matters –.LCC councillor Parkin had arranged a meeting with the Highways area manager in lieu of the walkabout with the portfolio holder postponed in September. The clerk was asked to send the list of Legbourne issues through.
- Parishioners’ issues – Cllr Stephenson had been made aware of a possible breach of lockdown rules, inconsiderate parking and late night noise emanating from a property in Station Road. It was understood that the property had been rented out and contact had been made by a resident with the landlord. Additionally the police had attended. Further information is being sought to assess what action, if any, the Parish Council can take.
94 / 2020 FINANCIAL MATTERS
- Accounts to be paid/authorised: It was RESOLVED to pay the following items (pAH sDH)
Clerk’s salary & expenses October 2020 including postage
HMRC – income tax deducted - £19.50
- Receipts and Payments / Bank Reconciliation year to date 2020/21 – this was noted
- Draft budget 2021/22 – this had been circulated by the clerk and members’ input was sought regarding plans for next year. The intention was to set a budget and precept at the meeting on January 11th 2021.
95 / 2020 CORRESPONDENCE – this was noted.
96 / 2020 COUNCILLORS REPORTS. Cllr Cole raised the state of the bench by the Turnaround, this being in poor condition.
There were reports of actual and attempted break- ins and garden furniture thefts in both Legbourne and Little Cawthorpe. Residents need to exercise vigilance in identifying suspicious behaviour.
