MINUTES OF THE LEGBOURNE PARISH COUNCIL MEETING HELD ONLINE (ZOOM) ON MONDAY OCTOBER 12th 2020

71 / 2020 CHAIRMAN’S REMARKS – The Chairman welcomed everybody to the meeting.
72 / 2020 APOLOGIES FOR ABSENCE – None
73 / 2020 MINUTES – the notes of the meeting on 18th August 2020 were considered and it was RESOLVED to adopt them as minutes of that meeting. (pAH sSC)
74 / 2020 DECLARATIONS OF PECUNIARY INTEREST. No new declarations were made
75 / 2020 CLERK’S REPORT –the clerk had received training online at the end of August regarding the new website that LCC were hosting, which would be live before the end of the calendar year. A number of attendees were concerned to find that the legal requirements for accessibility that came into force during September precluded the use of MS office products and that the regulations provided that information from 2018 onwards would have to be converted to an accessible format. LCC had set the website up to meet the new standards but the conversion process would result in the loss of all formatting and numbering, thereby creating a material additional workload for clerks. The cleek is continuing to investigate the precise nature of the regs and alternative bases by which they may be discharged by the Parish Council.
A pay award had been agreed nationally for clerks, at a level slightly above that budgeted for; however, the reduced hours worked to date more than offset any extra cost.
LCC have indicated that they are unable to open the picnic site toilets during the coronavirus pandemic.
The LRF have sought an update regarding the volunteer group formed in the spring; this has been provided with a rider that while the group remains in place, individual members may not be available due to work or other commitments.
76 / 2020 PLANNING APPLICATIONS:
N/100/01377/20 - Planning Permission - Erection of a replacement house with detached double garage on the site of an existing dwelling and single garage which are to be demolished. BENJOY, MILL LANE, LEGBOURNE, LOUTH, LINCOLNSHIRE, LN11 It was RESOLVED to make no comment on this application (pCS s AH)
N/100/01598/20 - .Planning Permission - Change of use of land for the siting of 18no. touring caravans. FURZE FARM ESTATE, MANBY ROAD, LEGBOURNE, LOUTH, LN11 8HB. It was RESOLVED to comment to the effect that the Parish Council held the view that the local business development implications of the proposals were positive while asking that the applicant reconsidered the inclusion / siting of plots 17/18 in order to minimise the impact on the neighbouring property, Oakleigh. KENWICK PARK GOLF CLUB, KENWICK HILL, KENWICK, LOUTH, LN11 8NY It was RESOLVED to make no comment on this item (pAH s DH).
77 / 2020 STATEMENT OF LOCAL PLANNING PRINCIPLES / CONSIDERATIONS. There were no new matters to discuss at this meeting.
78 / 2020 “PLANNING FOR THE FUTURE” white paper. Councillors discussed the consultation document. While the stated intentions were relatively simple the paper was not detailed on the mechanisms to determine which category land would be placed in. It appeared to be quite an urban centric paper and as such the impact on rural land and settlements was not yet clear. It was suggested that the clerk briefly respond to the consultation seeking greater detail in subsequent iterations of the process.
79 / 2020 WELCOME PACK – the clerk was drafting something but this was not yet complete and had not been circulated. He undertook to get a version to Councillors shortly.
80 / 2020 PARISH ISSUES -
a. Street Lighting – none reported.
b. Highway matters –.A walkabout with the portfolio holder had been arranged for September but had to be postponed.
c. Parishioners’ issues – Cllr Stephenson flagged the issue of increasing incidence of dog mess not being cleared up in parts of the village, particularly the grounds of the church. Councillors discussed the possibility of rechargeable cameras /cctv being used to identify offenders; warning signage. The clerk was asked to speak to ELDC to ascertain what measures may be possible, including the possibl provision of bags via a dispenser. There was a separate discussion about the fencing off of land on a recently developed site although it appeared to be consistent with the planning approval.
