MINUTES OF THE LEGBOURNE PARISH COUNCIL MEETING HELD ONLINE (ZOOM) ON MONDAY DECEMBER 14th 2020

99 / 2020 CHAIRMAN’S REMARKS – The Chairman welcomed everybody to the meeting.
100 / 2020 APOLOGIES FOR ABSENCE – None
101 / 2020 MINUTES – the notes of the meeting on 9th November 2020 were considered and it was RESOLVED to adopt them as minutes of that meeting. (pAH sSC)
102 / 2020 DECLARATIONS OF PECUNIARY INTEREST. No new declarations were made
103 / 2020 CLERK’S REPORT – LCC have notified the clerk that the new site will be accessible from 23rd December and the existing site will be switched no later than 31st December 2020. When creating the new site the main initial priorities will be contacts and current agenda / minutes, the latter in PDF format. The intention is to convert historic items (from September 2018, when the regulations are effective from) to accessible formats gradually over forthcoming months, subject to the resource implications being containable within budgets.
Correspondence has been received in relation to the recent planning applications regarding changes to occupancy conditions at Kenwick Park. This indicates that the new standard conditions for holiday units
would enable them to be used at any time of the year but not to be occupied as a main or sole residence.
An issue of inconsiderate parking and anti-social behaviour in the village had been investigated by the police.
The matter of dog-bin provision would be dealt with elsewhere on the agenda.
104 / 2020 PLANNING APPLICATIONS:
Application reference N/100/02069/20 - Planning Permission - Alterations to the existing dwelling to provide 2no. roof lights. SOUTH LODGE, 1 BEAUMONT PLACE, LEGBOURNE, LOUTH, LN11 8FJ.
The application was felt to have no deleterious effect and it was RESOLVED to make no comment. (pDH sAH)
105 / 2020 STATEMENT OF LOCAL PLANNING PRINCIPLES / CONSIDERATIONS. There were no new matters to discuss at this meeting.
106 / 2020 FUNDING REQUESTS:
- Citizens Advice Lindsey - after discussion it was RESOLVED not to offer support. (pPM sCS)
- Village clock repairs, All Saints Church, Legbourne. The Church Commissioners hade received an estimate from a specialist firm for repairs to the clock totalling £1612 plus VAT, ie £1934,40. It is understood that the VAT would not be recoverable by the commissioners. The Parish Council has the legal power to assist with the repairs of a public clock via S2 of the Parish Councils 1957. There was a discussion regarding the level of contribution and the availability of resources from the Council’s “projects” reserve, which was able to support contributions up to the full cost. While other projects had been mooted earlier in the year, these were either unready at this juncture or (where they pertained to the Council’s won assets) able to be funded from monies held for Asset Management. With this in mind it was RESOLVED (pDH sAH) to meet the full cost of the repairs up to a maximum of the estimated amount.
107 / 2020 PARISH ISSUES -
- Street Lighting – a light was out near Village Farm in Station Road. Clerk to notify Highways.
- Highway matters –.LCC councillor Parkin had provided the monthly list and some anomalies were apparent regarding Queen’s Head Corner. Clerk to ascertain the position. No feedback was as yet available from the rearranged walkabout with the LCC Highways manager.
- Parishioners’ issues – an email from Councillor Grist setting out the locations of bins had been circulated. A larger bin will be installed at the junction of Mill Lane and Wood Lane; twice weekly collection from the existing dog bin was now taking place. The need / best location for additional bins on the current collection routes will be revisited in the new year.
