MINUTES OF THE LEGBOURNE PARISH COUNCIL MEETING HELD ONLINE (ZOOM) ON TUESDAY AUGUST 18th 2020
PRESENT Cllrs: M Chapman (Chairman), P Maw (Vice Chairman), A Hallifax, D. Harrison, S Cole, C Stephenson; LCC Councillor S. Parkin; ELDC Councillor A Grist (voice only) one member of the public: the clerk A Claydon.
57 / 2020 CHAIRMAN’S REMARKS – The Chairman welcomed everybody to the meeting. The member of the public introduced herself as a recent new resident. As reported to council she had experienced two racist incidents in the village but indicated that, while these were very unpleasant, her overall perspective was that Legbourne was a lovely village. She expressed an interest in fund raising in the village, with particular reference to a duck race. Cllr Harrison informed the meeting that the Royal Oak (“Splash”) had established a race some thirty years ago although it has not been run in 2020 due to Coronavirus.
58 / 2020 APOLOGIES FOR ABSENCE – None
59 / 2020 MINUTES – the notes of the meeting on 20th July 2020 were considered and it was RESOLVED to adopt them as minutes of that meeting. (pAH sSC)
60 / 2020 DECLARATIONS OF PECUNIARY INTEREST. Cllr Maw declared a personal interest in respect of any discussion on the drainage issues affecting Househams Lane.
61 / 2020 CLERK’S REPORT –further changes had been made to the Coronavirus Regulations to the effect that it was now possible to meet in person subject to a formal, ongoing risk assessment being undertaken before and during meetings. The presumption remained that meetings would be held online wherever possible and NALC strongly advised that this route be followed. It was also now possible to hold an Annual Parish Meeting via remote access. One other change is the requirement to include the weblink to the meeting and login details on the agenda – previously the information could be published on the website.
A planning white paper has been published with the aim of simplifying plan making and development control processes. There will be a requirement to designate land in one of three categories – growth, renewal and protection; a simplified infrastructure levy; and a desire to make neighbourhood planning easier to undertake and gain approval. NALC are seeking Parish Council views via the county associations by the end of October 2020. The white paper will be placed on the agenda for the October 2020 meeting.
An email has been received from the Lincolnshire Resilience Forum that mentioned the establishment of a “good neighbour “scheme in communities across the county, accentuating the existing volunteer groups’ work with a greater emphasis of communicating key messages about outbreaks, restrictions and precautions against infection and transmission. Information about this scheme is sketchy. An expression of interest in taking part has been returned to the LRF and further details are awaited.
Complaints regarding the picnic site toilets remaining closed during the summer have been passed on to LCC.
62 / 2020 PLANNING APPLICATIONS: N/100/01232/20 - Planning Permission - Extension and alterations to the existing dwelling to provide a living room and 2no. bedrooms with a link to the existing detached annexe and 2no. attached garages. DOLLS HOUSE, MILL LANE, LEGBOURNE, LOUTH, LN11 8LT
Generally the application was felt to be sympathetic with existing and neighbouring properties. It was RESOLVED to make no objection to the application (pAH sPM)
63 / 2020 STATEMENT OF LOCAL PLANNING PRINCIPLES / CONSIDERATIONS. There were no new matters to discuss at this meeting.
64 / 2020 WELCOME PACK – the clerk had circulated a note seeking further clarity on the requirements for the pack. Members suggested that the pack appear as a link on the website to that it was always available Map linkage could be via the Ordnance Survey but street names were desirable as were property names if possible. Councillors agreed to provide further thoughts to the clerk via email.
65 / 2020 PARISH ISSUES -
a. Street Lighting – none reported.
b. Highway matters –.a resident had raised excessive speed and heavy goods traffic in the village causing danger for pedestrians / pets and noise. Cllr Harrison agreed to put up yellow speed safety signs in the village. LCC councillor Parkin felt it important that residents did not take unilateral action such as ordering / placing their own signs as this could cause chaos and potentially make enforcement more difficult.
Queens Head Corner has been reported to LCC as having surface adhesion issues..
c. Parishioners’ issues – The nature of surface water alleviation methods in Househams Lane had been raised by residents, who noticed that berms rather than swales had been employed and that excess run-off may affect neighbouring fields and run to the junction with Station Road, already frequently affected by surface flooding. The clerk was asked to raise this issue with Cyden homes and ask what capacity calculations had been done to inform the chosen solution.

Clerk’s salary & expenses July 2020 including postage and mileage to deliver audit papers
HMRC – income tax deducted - £29.20
J Cooper – audit fee £40.00
b. Internal Audit Report – the report was noted.
c. Completion of annual return for publication – It was RESOLVED to agree the Annual Governance Statement so that the return can be posted on the Parish Council website. (pDH sPM)
d. Year to date receipts and payments and Bank Reconciliation – the position was noted.
