MINUTES OF THE PARISH COUNCIL MEETING HELD ON
MONDAY FEBRUARY 10th 2020 AT LEGBOURNE COMMUNITY CENTRE
PRESENT Cllrs: M Chapman, P Maw, A Hallifax, S Cole, D Harrison, C Stephenson, County Councillor S Parkin; District Councillor A Grist; four members of the public; the clerk A Claydon.
130 / 2019 PUBLIC SESSION: Representations were made in respect of planning applications to be considered by the Parish Council.
131 / 2019 CHAIRMAN’S REMARKS – The Chairman welcomed everybody to the meeting.
132 / 2019 APOLOGIES FOR ABSENCE None received
133 / 2019 MINUTES – The minutes for the meeting on January 13th 2020 were considered. A correction was made in respect of the street light fault, which should read footway light no2, outside no 3 The Hollows. It was also noted that the sewerage arrangements at Frog Hall did not include any chemical treatment element. Subject to these corrections / clarifications it was RESOLVED to accept these as a true and fair record of the meeting. (p PM sDH)
134 / 2019 DECLARATIONS OF PECUNIARY INTEREST (DPI). No changes received or new declarations made The clerk indicated that the processes associated with DPI and dispensation would be refreshed at the Annual Council meeting in May.
135 / 2019 CLERK’S REPORT – the time frame for election petitioning related to the vacant seat on the Council had passed but no confirmation had been received from ELDC that no petition had been received. LCC had written to the clerk to the effect that the Parish Council website that they host would be upgraded and switched to a different platform in late April. The clerk is attending training associated with managing content on the new site in mid-March Planning applications determined since last meeting included the café extension at Frog Hall.

136 / 2019 PLANNING APPLICATIONS:
Application reference N/100/00153/20 - Planning Permission - Change of use of land for the siting of 4no. glamping tents (which are in situ). THE QUEENS HEAD, STATION ROAD, LEGBOURNE, LOUTH, LN11 8LL. After taking account of the views of public speakers earlier in the meeting and of other consultees on ELDC’s website, it was RESOLVED to comment to the effect that all the conditions applied to the site under the previous approval should be carried forward to the renewal (which was for a period of three years). Application reference N/100/02289/19 - Planning Permission - Erection of 4no. detached houses each with associated garages and construction of vehicular accesses. LAND ADJACENT WILDROSE COTTAGE, RESTON ROAD, LEGBOURNE. Councillors recognized that the proposals related to preferred site identified in the Local Plan and that the units would be spaced evenly across the sizeable plot; A possible issue about the water table was already under consideration by a specialised Environmental Health officer at ELDC and the applicant was looking at attenuation techniques to alleviate surface water flooding risks. There was also a slight concern that the applicant’s promotion of self-build units might lead to unexpected and undesirable changes in the final site layout / house size. The applicant intended to manage this risk via covenants being put in place, although these could not form part of the planning approval. It was RESOLVED to support the application on the basis of the low no of units / site spacing evident in the proposal. (pPM sSC)
Application reference N/100/00126/20 - Planning Permission - Erection of a self contained holiday let on the site of an existing store which is to be demolished. WHEELWRIGHTS COTTAGE, STATION ROAD, LEGBOURNE, LOUTH, LN11 8LH. Members raised concerns about the lack of detail in the proposal, which almost doubled the built footprint of the property; insufficient off road parking to cope with additional vehicles; and restricted visibility affecting entry to / from the property from the highway. The Parish Council did, however recognize that the economic implications of the proposal were aligned to one of the principles in its Statement of Local Planning Principles. Overall it was RESOLVED by a majority of 5 votes to 1 to retain a neutral stance but to make comments about the issues of parking and highway safety. (pAH s DH)
137 / 2019 STATEMENT OF LOCAL PLANNING PRINCIPLES / CONSIDERATIONS (SOPP). The principles had been discussed and the broad status of each principle at the moment was as follows:
1 Village Centre - unchanged, needs a map to be produced
2 Housing Development – varied to omit mention of affordable / starter homes due to deliverability issues
3. Sustainable Drainage – greater emphasis to be given to issues of limited capacity in existing systems (nb clerk to ask Anglian Water to provide some numeric evidence as to capacity)
4. Supporting village facilities – the importance of communication was emphasised. Generally members felt that this principle was vague
5. Promoting business – unchanged, ie subject to no adverse environmental impact
Further work was necessary to dovetail these principles into the Local Plan and planning application history.
138 / 2019 ANNUAL PARISH MEETING:– members discussed the areas to be covered at the APM on April 20th.Areas of focus might include young people’s involvement in the village; welcoming new residents; the village history; VE day related presentations; the SOPP; village projects; and the standing items of the Chairman’s report and financial position. The final agenda will be agreed at the next meeting and distributed around the Easter weekend
139 / 2019 LITTER PICKING. On the basis of litter pickers being approved and quickly delivered, the Parish Council has identified Saturday 4th April as the preferred day for a litter pick. This sits within the period set by Keep Britain Tidy for the Great British Spring Clean.
140 / 2019 PARISH ISSUES:
a) Street Lighting – the light outside Cartref in Station Road continues to malfunction and the light reported as out in The Hollows has not been replaced. Clerk to re-raise.
b) Highways matters – Following a second “no action” response from LCC regarding the road condition at Queens Head Corner, the clerk was asked to copy LCC councillor Parkin into the trail and follow up
c) Parishioners’ issues: An email had been received regarding a contribution to lighting improvements in the Community Centre car park. The clerk was asked to ascertain what was intended. In the round all projects will be brought to one meeting (probably April) for councillors to determine funding priorities.

BellBrush Ltd –revised proforma invoice for litter picking equipment - £208.50 (£173.75 exc VAT but inc delivery)
The clerk announced that he had accidentally knocked the laptop off a table causing the screen to stop functioning. He had discovered that a repair could be made via Curry’s for £110 and suggested that he paid for the repair and claimed it back from the PC, which was indicated as acceptable.
b. Budget monitoring and bank reconciliation – the position was noted
142 / 2019 CORRESPONDENCE: councillors noted the items received.
143 / 2019 COUNCILLOR REPORTS – Cllr Stephenson had been approached regarding an early morning noise nuisance that was found to emanate from a birdscarer. After a conversation with the landowner he reported that the matter had been amicably resolved
144 / 2019 AGENDA ITEMS FOR NEXT MEETING: Annual Parish Meeting – agenda. Emergency plan review subject to availability of LCC officer.
