 MINUTES OF THE LEGBOURNE PARISH COUNCIL MEETING HELD ONLINE (ZOOM) ON MONDAY MARCH 8th 2021

126 / 2020CHAIRMAN’S REMARKS – The Chairman welcomed everybody to the meeting. He stated that he was intending to stand down, having been chairman since 2017. After some discussion he indicated that he would preside at this meeting but would affectively resign at the commencement of the April meeting. The election of a new chairman would thus be the first item on the agenda of that meeting.

128 / 2020MINUTES – the notes of the meeting on 8th February 2021 were considered and it was RESOLVED to adopt them as minutes of that meeting. (pAH sPM)

 

129 / 2020DECLARATIONS OF PECUNIARY INTEREST. Councillor Maw registered an interest in the item relating to surface water in Househams Lane as the owner of neighbouring land.

 

130 / 2020CLERK’S REPORT – the recent planning application relating to Kenwick Park was approved by East Lindsey with the standard condition relating to occupancy. NALC and LAC had concerns regarding the lack of response from government regarding the possible extension of powers to hold meetings remotely beyond May 7th 2021, when the current regulations expire.

132 / 2020STATEMENT OF LOCAL PLANNING PRINCIPLES / CONSIDERATIONS.  There were no new matters to discuss at this meeting.

 

133 / 2020LOCAL PLAN CONSULTATION. Councillors felt that the main issues arising from the “options and issues” consultation were the potential for coastal development to be permitted, with consequential impact on the distribution of the housing quota across other areas; and the degree to which new development should be focussed upon existing towns as opposed to a greater dispersal into villages and rural areas. Councillor Grist indicated that the “coastal strip” issue would be largely influenced by government policy, ie the balance between the risk of flooding (and the feasibility of managing this) and the desire to regenerate / invest in coastal communities. It was felt likely that, in the round, there would still be an onus on towns and large villages to permit development. Legbourne currently falls into the latter category

 

On the “call for sites” exercise, although PC’s were not expected to “offer” sites, it may be useful for them to express views on areas that may be acceptable or conversely, where development would not be desirable. An example of the latter was the “green centre” of Legbourne village.

 

The practical basis for a response was the completion of the “multiple choice” options set out in East Lindsey’s paper, with the addition of comments that may clarify / define the Council’s views. Members were not ready to complete this yet and as such, it was agreed that Councillors would submit their choices and meet informally to discuss the consensus view on 29th March, prior to this being summarised and submitted for approval to the meeting on 12th April 2021.

 

134 / 2020TREE PRESERVATION ORDER. Notification had been received from ELDC regarding an order that restricted the cutting down of trees at Kenwick Park. Members felt this was sensible and it was RESOLVED (pPM sAH) to support the order.

 

135 / 2020PARISH ISSUES -  

  1. Street Lighting  - no new reports
  2. Highway matters – .the 40mph speed limit at the western end of the village had apparently been implemented. This gave rise to the opportunity to position the interactive speed measuring sign further along the A157 towards Louth, subject to LCC sanctioning the use of lighting columns.

 

Regarding the junction of Househams Lane and Station Road, Cyden homes have expressed the view that the direction of excess water from their site is towards the east and as such the flow towards Station Road comes from other sources. The view expressed by members is that the berms that have been provided cause a flow towards the A157 when they “over-top” after reaching capacity, having been created / situated to prevent water flowing towards the houses. The arrangements may not be working in the way envisaged when planning approval was granted. Some additional highways work may be required to alleviate the issue. Councillor Cole told the meeting that Anglian Water have recently pumped water from the pond adjacent to the Hollows, suggesting that the run off from Househams Lane may have caused that pond to reach capacity; and that work was also undertaken to improve access to the dyke. The clerk was asked to find out the purpose of / drivers for these activities. County Councillor Parkin had been made aware of an LCC fund that was available for flood prevention / drainage improvements and had asked the clerk for a paper setting out the relevant history; this has commenced with a trawl of documents and email, over 600 items having been found with relevant key words

 

  1. Parishioners’ issues – the possibility of activities that may require a planning application for change of use has been raised with councillors. From conversations thus far it appears that the intended activities may be within permitted development rights. The clerk would ask ELDC for further information.

 

136 / 2020FINANCIAL MATTERS

  1. Accounts to be paid/authorised:  It was RESOLVED (pDH s PM) to make the following payments:

- Clerk’s salary & expenses February 2021 including postage

-  HMRC – income tax deducted - £28.20

- LALC – annual subscription 2021/22 - £233.20

 

137 / 2020CORRESPONDENCE – this was noted.

 

138 / 2020COUNCILLORS REPORTS. Councillor Stephenson raised the continuing issue of footpath closures / redirection at Froghall Fisheries, with particular reference to the access gates at the bottom of Church Lane and the caravan block. Clerk to raise with LCC footpaths officer and report back
