10 November 2025 Draft Minutes

Minutes of the Parish Council Meeting held Monday, 10 November 2025 at 7:00pm in the Legbourne and Little Cawthorpe Community Centre.
 
Public Session. There were no members of the public in attendance. 
 
Reports from Outside Bodies:
a. ELDC Ward Member. Cllr A Grist did not attend.
b. LCC Division Member. Cllr T Catton reported 
i. that LCC is having a Budget review. It is expected that government funding will be reduced in the next few years.  The costs for Children’s Services especially those who have special needs have risen and need scrutiny.
ii. There is a need for more foster carers in Lincolnshire.
iii. He has been appointed to the Pay Panel to negotiate public sector pay.
iv. He holds a surgery every fortnight at the King’s Head Pub in Louth from 10am to 12 noon.  The next event is on Saturday, 6th December.
v. He recommends using FixmyStreet to report any Highways issues as this service was working well. 
 
2025/11-1 Record of Members present and apologies.
Present: Cllr M Exley (ME) (Chair)), Cllr P Maw (PM) (Vice-Chair), Cllr S Cole (SC) and Cllr D Harrison (DH)
Also Present: LCC Councillor T Catton and Mrs N Must (Parish Clerk)
 
2025/11-2 Declarations of Interest. None declared.
 
2025/11-3 Minutes from Extraordinary meeting held 10 October 2025. It was resolved that the draft minutes were accurate except for the 2025/10-5a regarding the term ‘covenant’ which was used to comment on the planning application.  The Clerk to check proper wording used and amend accordingly.  The Chair signed the official minutes with noted comment.

2025/11-4 Chair’s Remarks. The Chair thanked all councillors for delivering the invite to the Police Engagement Session which went well.  She also attended the following events:
a. A public information and question/answer session on Local Government Reorganisation.  The changes will create more responsibility for Parsh Councils and their officers.
 
b. Business Resilience Webinar recommending that parish councils should have a Risk Register to manage known risks and ensure business continuity.
 
c. Martyn’s Law Event which relates to the terrorism act following the Manchester arena bombing. Although Legbourne Parish Council events do not reach the minimum threshold of expected attendees, its aim is to have a proactive approach in putting in place precautionary measures to enhance security. As evidenced by recent attacks, anywhere/anyone could be a target.  
 
2025/11-5 Council Matters
a. Actions from previous meetings. The Clerk’s Report was noted.  The Clerk is still waiting for the amended Parish logo design.  The Emergency Plan had been submitted to LCC for their feedback.
 
b. Communications Received. Noted.
i. LCC Healthy Lifestyle Service Consultation. It was agreed that Councillors will respond individually to the consultation which was deemed more appropriate.
ii. Household Waste Recycling Centre Consultation.  The consultation questions were designed for residents rather than for parish council comments. It was resolved for councillors to respond individually.
 
c) Questions for residents’ survey on preferred village projects.  It was resolved that the Chair and Parish Clerk will draft the survey questions prior to the next Annual Parish Meeting.  The projects being considered are a new bus shelter along Station Road, another Speed indicator device, and new Village Gates using recycled plastic materials.  The Vice Chair volunteered to speak to the resident whose property is where the proposed bus shelter is hoped to be located.

2025/11-6 Community Initiatives:
a. Remembrance Sunday Service.  The Chair attended the short remembrance service held at the church on Sunday 9th November at 2pm and laid a wreath on behalf of the Parish Council. She has registered her council details with the Royal British Legion and joined their Facebook page to pre-order next year’s wreath with the Parish Council logo already printed prior to collection.
 
b. Bus Shelter Refurbishment.  This is still work in progress but will be completed before the end of the financial year.
 
c. Police Engagement Session. There was a good turnout of around 30 attendees.  Nathan Ford, one of the Community Beat Managers in Louth and Chris Phillips, Crime Prevention Advisor gave a presentation and sound experiential advice.  Nathan will update on speed issues and will include the village in their speed checks rota.  The session helped in engaging the community and the parish council with the local police team and improved communications channels.  A presentation on fraud and scam protection will be arranged in the near future.   
 
2025/11-7 Finance and Budgets
a. Payments. The following payments for November 2025 were approved:

b. Budget for FY 2026/27.  The Council considered the draft budget proposed and made amendments to reflect expected future costs on village assets maintenance, including new village gates and works on the village pump.  However, the Council agreed that grant funding where and available will be applied for as a priority to pay for the costs. The total estimated expenditure agreed for the following year was £12,819.  The Council agreed a precept of £6,742 which is a 2% increase from this year’s precept. The bank balance expected at the end of this financial year will be more than enough to cover the total estimated expenditure.

c. Latest Receipts and Payments and Bank Statements. Total current spend against budget was reviewed and noted.  A bank reconciliation was also completed.
 
2025/11-8 Planning Applications considered.
a. 03385/25/FUL/ Infinity Pinfold Lane Little Cawthorpe Lincolnshire LN11 8FB. The Council considered the application and resolved to submit No Comment on this application.

b. There were no other applications received between agenda close and meeting.
 
2025/11-9 ELDC/LCC Services
a. Legbourne Picnic Site. Cllr Catton will get an update on the future plans for the toilet block and report back.
 
b. Househams Lane. Cllr Catton will get an update from Highways on the proposed works and report back.
 
c. Archer’s Survey. The Clerk will get an update on the results based on the Police report that this has already been done.
 
c. Bus service issues.  The Chair will liaise with Withern Parish Council on this and will report back.
 
2025/11-10 Community Centre. No update.
 
2025/11-11 Agenda items for next meeting scheduled 12 January 2026.
